According to Article 169 of the Indian Constitution, Parliament may provide for the abolition or creation of a Legislative Council in a State if the Assembly of that State passes a resolution to that effect by a special majority. The Legislative Council is a permanent house and cannot be dissolved, but it can be abolished. The Rajya Sabha can neither be dissolved nor abolished.
